A Study of Participatory Learning Organization Conditions for Community Enterprise Development in Bangpli District, Samutprakan Province การศึกษาความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ

     การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ 2) ปัจจัยความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ 3) สร้างรูปแบบความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ กลุ่มที่ 1 ศึกษาสภาพความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วมเพื่อการพัฒนาวิสาหกิจชุมชน จำนวน 97 คน คือ สมาชิกในกลุ่มวิสาหกิจชุมชน และบุคลากรในหน่วยงานที่เกี่ยวข้องกับวิสาหกิจชุมชน กลุ่มที่ 2 ศึกษาปัจจัยและสร้างรูปแบบความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชน จำนวน 7 คน คือ ผู้นำวิสาหกิจชุมชน หรือหัวหน้างานในหน่วยงานที่เกี่ยวข้องกับวิสาหกิจชุมชน และกลุ่มที่ 3 ศึกษาความเหมาะสมของรูปแบบความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชน จำนวน 15 คน คือ ผู้นำวิสาหกิจชุมชน หรือหัวหน้างานในหน่วยงานที่เกี่ยวข้องกับวิสาหกิจชุมชน และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ( ) ส่วนเบี่ยงเบนมาตรฐาน (S) และการวิเคราะห์องค์ประกอบเชิงยืนยัน ได้ผลการวิจัย ดังนี้
     1. สภาพความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ โดยรวมอยู่ในระดับมาก ( = 4.25, S = 0.39) เมื่อพิจารณาด้านการเป็นองค์การแห่งการเรียนรู้อยู่ในระดับมาก ( = 4.28, S = 0.36) ด้านการมีส่วนร่วมอยู่ในระดับมาก ( = 4.24, S = 0.47) ด้านแนวทางพระราชบัญญัติวิสาหกิจชุมชนอยู่ในระดับมาก ( = 4.22, S = 0.40) เทียบกับเกณฑ์ที่กำหนดแล้ว พบว่า สูงกว่าเกณฑ์อย่างมีนัยสำคัญทางสถิติที่ระดับ .05
     2. ปัจจัยความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ ประกอบด้วยปัจจัยการเป็นองค์การแห่งการเรียนรู้ ปัจจัยการมีส่วนร่วม และปัจจัยแนวทางพระราชบัญญัติวิสาหกิจชุมชน แสดงว่า โมเดลนี้มีเหมาะสมสำหรับการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ
     3. รูปแบบความเป็นองค์การแห่งการเรียนรู้อย่างมีส่วนร่วม เพื่อการพัฒนาวิสาหกิจชุมชนของอำเภอบางพลี จังหวัดสมุทรปราการ มีการประเมินความเหมาะสมอยู่ในระดับมากที่สุด ( = 4.83, S = 0.28) อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยมีรูปแบบที่ประกอบด้วย ปัจจัยการเป็นองค์การแห่งการเรียนรู้ที่สมาชิกในกลุ่มมีการคิดเชิงระบบและเรียนรู้ทำงานร่วมกันเป็นทีม ปัจจัยการมีส่วนร่วมโดยสมาชิกในกลุ่มต้องรับรู้ผลประโยชน์และการมีส่วนได้ส่วนเสียของการเข้าร่วมในกลุ่ม และทราบวัตถุประสงค์หรือเป้าหมายของกลุ่มอย่างชัดเจน นอกจากนี้ ปัจจัยแนวทางพระราชบัญญัติวิสาหกิจชุมชน โดยที่ภารกิจของคณะกรรมการกรมส่งเสริมวิสาหกิจต้องมีการบริหารและประสานงานอย่างต่อเนื่อง และแนวทางการส่งเสริมวิสาหกิจที่ต้องส่งเสริมพัฒนาสร้างความก้าวหน้าให้กับกลุ่ม

     The objectives of this study were: 1) to study the state of being a participatory learning organization for community enterprise development of Bangpli District in Samutprakan Province; 2) to investigate factors of the organization for being in such a state; and 3) to construct an operational model for such an organization. The first group of samplings were 97 members of the community enterprise and staff of agencies related to participatory learning conditions. The second group consisted of six leaders of the community enterprise and one employer of agencies related to the community enterprise, selected to investigate factors of the organization and construct an operational model.  The last group consisted of 12 leaders of the community enterprise and three employers of agencies related to the community enterprise to find the appropriateness of such a model. A set of questionnaires was used as a tool for collecting research data analyzed by means of means, standard deviations, and Confirmatory Factor Analysis(CFA). The findings can be summarized as follows:
     1. The participatory learning organization for community enterprise development of Bangpli District in Samutprakan Province was at high level. The state of being such an organization, its participatory aspect and guidelines of Community Enterprise Promotion Act were all at very high levels ( = 4.28, S = 0.36), ( = 4.24, S = 0.47) and ( = 4.22, S = 0.40), respectively, significantly higher than that of a set criterion at p = 0.05
     2. The factors of the community’s aforementioned participatory learning organization for community enterprise development are composed of being learning organization, participation and guidelines of Community Enterprise Development Acts. The result was regarded as an appropriate model for developing community enterprise development in the community.
     3. The model of structured participatory learning organization in Bangpli District was evaluated: the model evaluation was ranked as appropriately as the high level ( = 4.83, S = 0.28) at significant p = 0.05. The mentioned measurement model consisted of being learning organization with systems thinking brainstormed by team members, participation suggested by group members responsible for the group’s benefits, participation rules and goals. Under the Acts of Community Enterprise, the mission of Department of the Enterprise Promotion requires continuous management and coordination including guidelines to promote development and to make progress to the group.
