Safety Management of Guest Houses in Khao Sarn Area, Bangkok / การจัดการความปลอดภัยของเกสต์เฮ้าส์ในย่านถนนข้าวสารกรุงเทพมหานคร

การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาบริบทการจัดการความปลอดภัยของเกสต์เฮ้าส์โดยผู้ประกอบการย่านถนนข้าวสาร กรุงเทพมหานครในปัจจุบัน 2) ศึกษาข้อจำกัดของบุคลากรที่รับผิดชอบเกี่ยวกับการจัดการความปลอดภัยของเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร 3) ศึกษาความพึงพอใจและความต้องการของผู้เข้าพักชาวต่างชาติต่อการจัดการความปลอดภัยในเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร โดยใช้วิธีการวิจัยแบบผสมผสานระหว่างรูปแบบการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ คือ การวิจัยเชิงคุณภาพใช้แบบสัมภาษณ์เจ้าหน้าที่ภาครัฐ และผู้ประกอบการ และบุคลากรของเกสต์เฮ้าส์ การวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เชิงเนื้อหา สำหรับการวิจัยเชิงปริมาณใช้แบบสอบถามกับผู้เข้าพักชาวต่างชาติ แบ่งออกเป็น 3 ส่วน ประกอบด้วย ข้อมูลทั่วไป ความพึงพอใจต่อการจัดการความปลอดภัยของเกสต์เฮ้าส์ และความต้องการในการจัดการความปลอดภัยของเกสต์เฮ้าส์ วิเคราะห์ข้อมูลทั่วไปของผู้ตอบแบบสอบถาม วิเคราะห์โดยใช้สถิติเชิงพรรณนาหาค่าความถี่ ร้อยละ และข้อมูลเกี่ยวกับความพึงพอใจและความต้องการในการจัดการความปลอดภัยของเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร วิเคราะห์โดยใช้สถิติหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

     ผลการศึกษา พบว่า บริบทการจัดการความปลอดภัยในปัจจุบันสำหรับเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร มีการดำเนินการที่ตั้งอยู่บนพื้นฐานของความมือระหว่างภาครัฐและผู้ประกอบการเกสต์เฮ้าส์ทั้งทางตรงและทางอ้อม ทั้งวิธีการควบคุม การจัดตั้งกลุ่ม เนื่องจากภาครัฐและผู้ประกอบการเกสต์เฮ้าส์มีเป้าหมายเดียวกัน คือ การเป็นแหล่งท่องเที่ยวที่มีศักยภาพและมีชื่อเสียงระดับโลก ดังนั้น ภาพลักษณ์ที่ดีของด้านต่างๆ จึงเป็นเรื่องที่สำคัญ แม้การจัดการในด้านความปลอดภัยยังคงไม่ประสบความสำเร็จเท่าที่ควร ซึ่งมีข้อจำกัดในด้านความรู้ ด้านทักษะ และด้านทัศนคติอยู่พอสมควร ในเชิงทฤษฎีและปฏิบัติ อีกทั้งศักยภาพของบุคลากรมีความแตกต่าง ซึ่งภาครัฐและผู้ประกอบการเกสต์เฮ้าส์ก็ได้ให้ความสำคัญในการหาแนวทางในการพัฒนาอย่างต่อเนื่อง เพื่อสร้างความเชื่อมั่นให้กับนักท่องเที่ยวและผู้ที่เคยมาเยือนถนนข้าวสารให้กลับมาใช้บริการอีกครั้ง ผู้เข้าพักชาวต่างชาติมีความพึงพอใจต่อการจัดการความปลอดภัยของเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร 6 ด้าน อยู่ในระดับมาก โดยมีความพึงพอใจด้านการเตือนภัยมากกว่าด้านอื่น รองลงมา คือ ด้านโครงสร้างและสถานที่ ด้านรักษาความปลอดภัย ด้านบริเวณทางเข้าของเกสต์เฮ้าส์ ด้านชีวิตและทรัพย์สิน และด้านห้องพักและห้องน้ำ ตามลำดับ ผู้เข้าพักชาวต่างชาติมีความต้องการในการจัดการความปลอดภัยของเกสต์เฮ้าส์ย่านถนนข้าวสาร กรุงเทพมหานคร เรียงตามความต้องการ 6 ด้าน คือ ด้านการเตือนภัย ซึ่งเป็นด้านที่ผู้เข้าพักพึงพอใจมากกว่าด้านอื่น และผู้เข้าพักก็ยังมีความต้องการให้มีการจัดการความปลอดภัยมากเป็นอันดับแรกอีกด้วย รองลงมา คือ ด้านบริเวณทางเข้าของเกสต์เฮ้าส์ ด้านชีวิตและทรัพย์สิน ด้านโครงสร้างและสถานที่ ด้านการรักษาความปลอดภัย มีค่าเฉลี่ยเท่ากับด้านห้องพักและห้องน้ำ ตามลำดับ

            The objectives of this study were: 1) to study the context of safety management of guest houses in Khao Sarn area, Bangkok nowadays 2) To study the limitations of personnel responsibilities for safety management of guest houses in Khao Sarn area, Bangkok and 3) To study the satisfactions and needs of the foreign guests towards safety management of guest houses in Khao Sarn area, Bangkok. This research was a mixed approach using multi-methods which includes elements of both quantitative and qualitative research tools. The qualitative methodology used structured interview with the government officials, the entrepreneurs and the staff of guest houses and it was analyzed as the content. The quantitative methodology used questionnaire with the foreign guests divided into 3 parts which were general information, the satisfactions towards the safety management of guest houses, and the needs towards the safety management of guest houses. The general information was analyzed by using descriptive statistic finding frequency and percentage.  The information of satisfactions and needs of the safety management of guest houses in Khao Sarn area, Bangkok was analyzed by implementing the mean and standard deviation (S.D.).

     The result revealed the context of safety management of guest houses in Khao Sarn area, Bangkok nowadays is performed on the basis of cooperation between the public sector and entrepreneurs of guest houses both directly and indirectly to have the same goal of being the potential tourist attraction and world-renowned destination. Hence, the positive images are important while managing the safety management remain as unsuccessful as it should which have limitation in terms of knowledge, skills and attitudes in both theoretical and practical ways. The potentials of the personnel are different with each other. The public sector and the entrepreneurs of guest houses continue to focus in finding the way to improve for creating the confidence to the tourists visiting Khao San and revisiting in the future. The foreign guests are satisfied with 6 factors of safety management of guest houses in Khao Sarn area, Bangkok at the high level which the cautionary is the most satisfied, followed by the structure and location, the security, the entrance, the lives and properties, and the guest rooms and toilets respectively. The foreign guests have the needs in safety management of guest houses in Khao Sarn area, Bangkok ordering as per the 6 factors of the needs: the cautionary at most, followed by the entrance, the lives and properties, the security, the structure and location, and the guest rooms and toilets respectively
