Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพของปัจจัยในการบริหารจัดการและรูปแบบการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองที่ประสบความสำเร็จ โดยใช้แนวทางการวิจัยเชิงปริมาณและเสริมด้วยเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ กองทุนหมู่บ้านและชุมชนเมืองจาก 15 จังหวัด 5 ภูมิภาคทั่วประเทศ จำนวน 450 กองทุน จากประชากรทั้งหมด 77,565 กองทุน เก็บรวบรวมข้อมูล โดยใช้แบบสอบถามที่สร้างขึ้นและตรวจสอบคุณภาพด้วยการหาค่าสัมประสิทธิ์อัลฟาของครอนบัค (Cronbach’s Alpha) และค่าดัชนีความสอดคล้อง วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและวิธีแบบจำลองสมการโครงสร้างองค์ประกอบแบบยืนยัน โดยใช้เมทริกซ์สหสัมพันธ์และกำหนดดัชนีที่ใช้ยืนยันความสอดคล้อง ได้แก่ ค่าดัชนีไค-สแควร์ (c2), CMIN/df, RMSEA, RMR, NFI, CFI, AGFI และ GFI ผลการวิจัย พบว่า สภาพของปัจจัยในการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองในภาพรวมอยู่ในระดับต่ำ โดยปัจจัยความสำเร็จในการบริหารจัดการกองทุนมีค่ามากที่สุด ส่วนรูปแบบการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองที่สร้างขึ้นมีความสอดคล้องกับข้อมูลเชิงประจักษ์อยู่ในระดับดี โดยตัวแปรที่มีอิทธิพลทางตรง ได้แก่ ปัจจัยด้านคณะกรรมการกองทุนมีอิทธิพลมากที่สุด (DE = 0.714) ลำดับรองลงมา คือ ปัจจัยด้านสมาชิกกองทุน (DE = 0.340) ปัจจัยด้านการเงินและบัญชี (DE = 0.315) และปัจจัยด้านการกู้ยืมเงินกองทุน (DE = 0.169) ส่วนปัจจัยที่มีอิทธิพลทางอ้อม ได้แก่ ปัจจัยด้านสมาชิกกองทุน (IE = 0.096) ผลการศึกษาครั้งนี้ทำให้ได้ ข้อค้นพบว่า รูปแบบการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองที่ประสบความสำเร็จเป็นอย่างไร ขึ้นอยู่กับปัจจัยในการบริหารจัดการใดบ้างและมีอิทธิพลเท่าใด ซึ่งข้อมูลดังกล่าวหน่วยงานภาครัฐสามารถนำไปใช้ปรับปรุงและพัฒนาการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองให้มีประสิทธิภาพต่อไป

The objectives of this study were to study the current situation of factors on the successful management model of village and community funds with quantitative and qualitative approaches employed for the sampling technique was used for the population of 450 from 77,565 village and community funds, from 15 provinces in five regions. The questionnaire used for data collection was verified by Cronbach’s Alpha coefficient and Index of Item–Objective Congruence. The data was analyzed by using descriptive measurement and confirmatory factor analysis model. The indices of congruence consisted of chi square, CMIN/df, RMSEA, RMR, NFI, CFI, AGFI and GFI. It was found that the overall factors that affected the village and community fund management were present at a low level. The factors on village and community fund management showed the highest value. Meanwhile, the initiative management model of village and community funds revealed a good correlation with the empirical information. The descending factors direct affecting to this matter included the committee of the village and community funds (DE = 0.714), the members of village and community funds (DE = 0.340), finance and accounting (DE = 0.315), and loan funding (DE = 0.169), respectively. The indirect factor was the members of village and community funds (IE = 0.096). This research study suggested a successful management model of village and community funds, showed what factors involved and indicated what influences related to such a model. A government organization could apply the information derived from the study to develop the village and community fund management for better efficiency in the forthcoming future.
