Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ 3 ประการ ได้แก่ 1) ศึกษากรอบแนวคิดการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง 2) วิเคราะห์ความต้องการจำเป็นของการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง และ 3) นำเสนอแนวทางการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง ประชากรการวิจัยครั้งนี้ คือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง จำนวน 372 แห่ง ผู้ให้ข้อมูลประกอบด้วย ผู้บริหารสถานศึกษา ครูผู้สอน นักเรียนและผู้ปกครอง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามและแบบประเมินความเหมาะสมและความเป็นไปได้ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงบรรยาย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนี PNImodified
ผลการวิจัย พบว่า 1) กรอบแนวคิดการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง ประกอบด้วย 1.1) กระบวนการบริหาร 3 ด้าน ได้แก่ การวางแผน การนำแผนไปปฏิบัติ และการประเมินผล 1.2) การบริหารตามภารกิจหลัก 4 ด้าน ได้แก่ วิชาการ งบประมาณ บุคคล และบริหารทั่วไป 1.3) ความผาสุกในโรงเรียน 4 ด้าน ได้แก่ สุขภาวะ สภาพโรงเรียน ความสัมพันธ์ทางสังคมและวิธีเติมเต็มด้วยตนเอง 2) ความต้องการจำเป็นของการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง ด้านการประเมินผลมีลำดับความต้องการจำเป็นมากที่สุด รองลงมา คือ การวางแผน และการนำแผนไปปฏิบัติ ตามลำดับ เมื่อจำแนกเป็นรายด้านของการประเมินผล พบว่า ด้านวิชาการมีลำดับความต้องการจำเป็นมากที่สุด รองลงมา คือ ด้านงบประมาณ ด้านงานบุคคล และด้านการบริหารทั่วไป ตามลำดับ และ 3) แนวทางการบริหารเพื่อเสริมสร้างความผาสุกในโรงเรียน พบว่า 3.1) การบริหารวิชาการ ควรให้ผู้บริหารส่งเสริมครูให้ใช้เทคนิคการสอนเชิงบวกให้กำลังใจหรือแรงบันดาลใจกับนักเรียน รวมถึงชี้แนะให้นักเรียนเรียนรู้ด้วยตนเอง 3.2) การบริหารงบประมาณ ควรให้ผู้บริหารสำรวจและจัดซื้อยาและอุปกรณ์เคมีภัณฑ์ให้เพียงพอต่อความต้องการ รวมถึงเชิญชวนครูร่วมวางแผนการใช้จ่ายด้านสุขภาวะนักเรียนให้ครอบคลุมทั้งด้านร่างกายและจิตใจ 3.3) การบริหารงานบุคคล ควรให้ผู้บริหารสนับสนุนครูให้ได้รับการพัฒนาหรือฝึกอบรมให้มีเทคนิคการกระตุ้นให้นักเรียนมีความสุข สนุกสนาน และประสบความสำเร็จทางวิชาการ 3.4) การบริหารทั่วไป ควรให้ผู้บริหารจัดหาผู้เชี่ยวชาญตรวจสอบความแข็งแรงของอาคารสถานที่ รวมทั้งสนับสนุนให้นักเรียนและครูร่วมกันตรวจสอบเพื่อความปลอดภัยในการใช้งานทุกครั้ง

The purposes of this research were 1) to study the conceptual framework of management for enhancing well-being in schools under Lampang primary educational service area office 2) to analyze the priority needs for management to enhance well-being in schools under Lampang primary educational service area office and 3) to propose for management guidelines to enhance well-being in schools under Lampang primary educational service area office. The data were collected from 372 respondents; administrators, teachers, students and parents from Lampang primary educational service area office. The instruments were questionnaires and feasibility and appropriateness assessment. The mean, standard deviation and PNImodified are used in the data analysis.
The three main findings revealed results as follows. 1) The conceptual framework of management for enhancing well-being in schools under Lampang primary educational service area office was consisted of three areas: 1.1) The administration process comprised planning, implementation and evaluation; 1.2) administration process comprising academic, budget, human resource, and general management; and 1.3) well-being in schools comprising health status, school condition, social relationship and self-fulfillment strategy. 2) The highest level of priority needs in management for enhancing well-being in schools under Lampang primary educational service area office were evaluation, planning and implementation, respectively. Focused on the evaluation, the highest need level were academic need, budget, human resource and general administration, respectively. 3) The management guidelines to enhance well-being in schools were addressed. 3.1) The administrator should support teachers using positive teaching techniques to hearten or inspire students, including self-study. 3.2) The administrator should survey and provide medicine and chemicals based on the school’s needs and appropriate budget. In addition, the administrator should invite the teachers to make a financial plan to cover the students’ physical and mental health. 3.3) The administrator should support teachers’ development and training to gain techniques on motivating students to have happiness, fun and academic success. 3.4) The administrator should provide experts to check the building safety and encourage students and teachers to do the same on this issue.
