Abstract
งานวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาข้อมูลพื้นฐานของชุมชน สมรรถนะของผู้นำท้องถิ่น และเพื่อหาแนวทางการพัฒนาสมรรถนะของผู้นำท้องถิ่นอย่างมีส่วนร่วมในการบริหารจัดการเศรษฐกิจชุมชน ตำบลเชื้อเพลิง อำเภอปราสาท จังหวัดสุรินทร์ กลุ่มเป้าหมาย ได้แก่ ผู้นำท้องถิ่นตำบลเชื้อเพลิง จำนวน 50 คน ใช้วิธีการเลือกแบบเจาะจง เก็บรวบรวมข้อมูล ด้วยวิธีสัมภาษณ์เชิงลึก และใช้เทคนิคการจัดประชุมเชิงปฏิบัติการแบบมีส่วนร่วม การสนทนากลุ่ม การวิเคราะห์สภาพแวดล้อม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์
แนวทางการพัฒนาสมรรถนะของผู้นำท้องถิ่นในการบริหารจัดการเศรษฐกิจชุมชน ด้านความเป็นผู้นำ ได้แก่ พัฒนาทักษะการพูดและนำเสนองานในที่สาธารณะ ด้านการสื่อสารและประชาสัมพันธ์ข้อมูลข่าวสาร และกิจกรรมสร้างความสัมพันธ์ระหว่างผู้นำกับชุมชน ด้านความรู้เฉพาะบุคคล ได้แก่ พัฒนาองค์ความรู้ด้านเทคโนโลยี ทักษะด้านภาษาต่างประเทศในการติดต่อสื่อสาร พัฒนาความรู้ด้านกฎหมาย และกิจกรรมกีฬาป้องกันยาเสพติด ด้านบริหารจัดการเศรษฐกิจชุมชน ได้แก่ พัฒนาองค์ความรู้ส่งเสริมอาชีพเกษตรอินทรีย์ ด้านการบริหารจัดการชุมชน ด้านการเขียนโครงการเพื่อของบประมาณในการส่งเสริมอาชีพ และด้านการตลาด
ข้อเสนอแนะจากการวิจัย พบว่า อยากให้มีโครงการร่วมกันระหว่างชุมชนและหน่วยงานภายนอก เพื่อให้ความรู้ด้านวิชาการ และการบริหารจัดการเศรษฐกิจชุมชนให้แก่ผู้นำอย่างต่อเนื่อง สร้างภาคีเครือข่ายระหว่างหน่วยงาน จะทำให้มีการพัฒนาสมรรถนะของผู้นำท้องถิ่นไปด้วย
The purposes of this research were to study the competencies and regulate the community master plan to develop local leaders’ competencies in participatory community economic management. The samples of the study were 50 of the local leaders in Chuea Phloeng sub-district, Prasat district, Surin province. They were both formal and informal community leaders. The quality research and participatory action method integrated research was conducted. The data was collected through the in-depth interview, participatory workshops, focus group discussion and environment analysis. The tool of the research was the interview process.
The guideline for local leaders’ competencies development in participatory communities economic management in leadership perspective were improving the public speaking skills, communication and public relation skills and creating the activity to improve the good relationship between the leaders and the people in the community. For individual development, the improving area including knowledge related to information technology, develop the foreign languages communicative skill, develop law knowledge and create anti-drug activity. For community economic management, the guidelines for the improvement were the improvement of organic agriculture knowledge development, community management, creating occupational promotion budget proposal skills development and improving marketing knowledge.
Suggestions based on the result of the study, there should be a cooperative project between the community and the outside organizations in order to enhance the academic knowledge and communities economic management continuously development. Furthermore, to create the network between organizations will lead to the local leaders’ competencies development.
