Strategic Environmental Assessment (SEA) of Special Economic Zone (SEZ) Development Strategy, Chiang Saen District, Chiang Rai Province / การประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ของแผนยุทธศาสตร์การพัฒนา เขตเศรษฐกิจพิเศษอำเภอเชียงแสน จังหวัดเชียงราย

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและประเมินผลกระทบของแผนยุทธศาสตร์การพัฒนาเขตเศรษฐกิจพิเศษอำเภอเชียงแสน จังหวัดเชียงราย โดยใช้หลักการประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ (Strategic Environmental Assessment: SEA) ประกอบการสัมภาษณ์ผู้มีส่วนได้ส่วนเสีย พร้อมทั้งเสนอแนวทางป้องกันหรือบรรเทาผลกระทบที่คาดว่าจะเกิดขึ้น โดยการเปรียบเทียบทางเลือกเชิงยุทธศาสตร์จาก 2 ทางเลือก ได้แก่ ทางเลือกที่ 1 ไม่นำยุทธศาสตร์การพัฒนาเขตเศรษฐกิจพิเศษไปดำเนินการในพื้นที่ และทางเลือกที่ 2 นำยุทธศาสตร์ที่เสนอตามแผนพัฒนาเขตเศรษฐกิจพิเศษมาดำเนินการทั้งหมด เครื่องมือที่ใช้ ได้แก่ 1) แบบประเมินลำดับความสำคัญของประเด็นและตัวชี้วัดโดยผู้เชี่ยวชาญด้วยเทคนิคการตัดสินใจตามกระบวนการลำดับชั้นเชิงวิเคราะห์ (Analytical Hierarchy Process: AHP) 2) แบบสัมภาษณ์ผู้มีส่วนได้ส่วนเสีย และ 3) แบบสังเกตการณ์สภาพพื้นที่อำเภอเชียงแสน จังหวัดเชียงราย เพื่อนำข้อมูลมาพิจารณาประกอบการประเมินผลกระทบสิ่งแวดล้อมระดับยุทธศาสตร์จากทั้ง 2 ทางเลือก โดยใช้กระบวนการวิเคราะห์แบบพหุเกณฑ์ (Multi-Criteria Analysis)

ผลการวิจัย พบว่า ผลรวมระดับผลกระทบจากทางเลือกที่ 1 มีค่าเป็นลบเท่ากับ -1.38 ส่วนทางเลือกที่ 2 มีค่าเป็นบวกเท่ากับ 0.24 นั่นคือ การดำเนินการตามทางเลือกที่ 2 หรือดำเนินการตามแผนยุทธศาสตร์การพัฒนาเขตเศรษฐกิจพิเศษของพื้นที่อำเภอเชียงแสนทั้งหมด (5 ยุทธศาสตร์ 11 กลยุทธ์ รวม 33 โครงการ) จะส่งผลดีต่อพื้นที่อำเภอเชียงแสนมากกว่าทางเลือกที่ 1 เนื่องจากทางเลือกที่ 2
จะสร้างโอกาสการพัฒนาเศรษฐกิจ สังคม และสิ่งแวดล้อมในระยะยาว ถึงแม้จะมีผลกระทบเชิงลบบางประเด็นในระยะแรก โดยผู้มีส่วนได้ส่วนเสียคาดว่า การพัฒนาดังกล่าวจะส่งผลเชิงบวกต่อคุณภาพชีวิตประชาชนมากที่สุด และส่งผลเชิงลบต่อวิถีชีวิตและวัฒนธรรมมากที่สุด สำหรับแนวทางในการปรับตัวเพื่อรองรับการพัฒนาเขตเศรษฐกิจพิเศษอำเภอเชียงแสน คือ ผู้มีส่วนเกี่ยวข้องต้องปฏิบัติตามมาตรการป้องกันและบรรเทาผลกระทบเชิงลบ พร้อมทั้งส่งเสริมผลกระทบเชิงบวกที่อาจจะเกิดขึ้น และควรเน้นกระบวนการมีส่วนร่วมของประชาชน ประชาสัมพันธ์และเผยแพร่ข้อมูลเกี่ยวกับการพัฒนาเพื่อให้ประชาชนและผู้ประกอบการในพื้นที่ได้รับทราบและมีความเข้าใจต่อการพัฒนามากขึ้น

Abstract

The objective of this research was to study and assess the impact of the Special Economic Zone (SEZ) development strategy in Chiang Saen District, Chiang Rai Province, by adopting the Strategic Environmental Assessment (SEA) and interviewing local stakeholders as well as to suggest ways for mitigating the impact. The study evaluated the most appropriate strategic scenario by comparing 2 scenarios, i.e. scenario 1, the Special Economic Zone (SEZ) development strategy plan in Chiang Saen District will not be applied and scenario 2, the Special Economic Zone (SEZ) development strategy plan will be applied. The instruments used in this research were an evaluation form, including issues and criteria in the theoretic Analytical Hierarchy Process (AHP), interview questions for stakeholders, and observations in the area. Then this information was used in the assessment process which employed the Multi-Criteria Analysis.

The results of this study showed that the overall impact from scenario 1 was negative (-1.38), whereas that from scenario 2 was positive (0.24). Scenario 2 would have a positive impact on Chiang Saen District because it was seen to increase economic and social opportunities in the long term; however, there would be a negative impact on some issues during the first phase. The stakeholders expected that the strategy would have the highest positive impact on the quality of life whereas the highest negative impact would be on lifestyle and culture. Therefore, the suggestions for adapting to the development are all stakeholders should comply with the mitigation measures in order to reduce the negative impact and to promote the positive impact. In addition, the relevant agencies should emphasize the public participation process, and publicize information of the development so that the local people and entrepreneurs can have better understanding of the strategy.
