The Effectiveness of Thai Local Wisdom Management in the Area of Lower Northern Region / ประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นในเขตพื้นที่ภาคเหนือตอนล่าง

บทความนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นในเขตพื้นที่ภาคเหนือตอนล่าง 2) ศึกษาปัจจัยที่มีอิทธิพลต่อประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นของชุมชนในเขตพื้นที่ภาคเหนือตอนล่าง และ 3) เสนอแนวทางการปรับปรุง ปัจจัยที่มีอิทธิพลต่อประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นของชุมชนในเขตพื้นที่ภาคเหนือตอนล่าง บทความนี้ศึกษาโดยใช้
การวิจัยแบบผสมวิธี การวิจัยเชิงปริมาณ ดำเนินการโดยศึกษากลุ่มตัวอย่าง จำนวน 400 คน โดยใช้เทคนิคการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ การวิจัยเชิงคุณภาพ ดำเนินการโดยการสัมภาษณ์แบบกึ่งมีโครงสร้างกับผู้ให้ข้อมูลสำคัญ จำนวน 25 คน ที่เลือกแบบเจาะจง ผลการวิจัย พบว่า 1) ประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นในเขตภาคเหนือตอนล่าง โดยรวมอยู่ในระดับมาก (= 3.81)
เมื่อพิจารณารายด้าน พบว่า ด้านความยั่งยืน อยู่ในระดับสูงสุด รองลงมา ได้แก่ การสร้างรายได้, คุณภาพชีวิต และการมีภูมิคุ้มกัน (= 4.07, 3.87, 3.80, 3.77) ตามลำดับ 2) ปัจจัยที่มีอิทธิพลต่อประสิทธิผลและการบริหารจัดการภูมิปัญญาท้องถิ่นในเขตภาคเหนือตอนล่าง มี 8 ประการ เรียงตามลำดับจากมากไปน้อย ได้แก่ การสร้างองค์ความรู้, การอนุรักษ์ภูมิปัญญาท้องถิ่น, นโยบายและแผน, การรู้คุณค่า, การพัฒนา, การใช้ประโยชน์, การมีส่วนร่วม, ภาวะผู้นำ ซึ่งปัจจัยทั้ง 8 ประการดังกล่าว สามารถอธิบายความผันแปรของประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นได้ 75.90% (R Square = .759) อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3) ข้อเสนอแนวทางในการปรับปรุงปัจจัยที่มีอิทธิพลต่อประสิทธิผลการบริหารจัดการภูมิปัญญาท้องถิ่นของชุมชนในเขตพื้นที่ภาคเหนือตอนล่าง จากการสอบถามจากกลุ่มตัวอย่าง และการสัมภาษณ์ผู้ให้ข้อมูลสำคัญในเชิงลึก พบการดำเนินการที่สำคัญ 8 ประการ คือ (1) ควรสร้างองค์ความรู้ โดยสนับสนุนให้ชุมชนมีความสนใจที่จะสืบทอดภูมิปัญญาท้องถิ่น (2) ควรอนุรักษ์ภูมิปัญญาท้องถิ่น โดยให้ชุมชนมีกระบวนการในการจัดกิจกรรมที่เป็นระบบ (3) ควรจัดทำนโยบายและแผนงานของชุมชนโดยวางแผนปฏิบัติงานที่แน่นอน (4) ควรส่งเสริมการรู้คุณค่าของชุมชนโดยสร้างสัมพันธ์ภาพระหว่างผู้คนในสังคมกับสิ่งแวดล้อม (5) ดำเนินการพัฒนาชุมชนให้มีการคิดสร้างสรรค์โดยใช้ภูมิปัญญาเป็นพื้นฐานในการปรับปรุงให้เหมาะสมกับยุคสมัย (6) พัฒนาและใช้ประโยชน์ทรัพยากรธรรมชาติในท้องถิ่นให้เกิดประโยชน์ (7) เสริมสร้างการมีส่วนร่วมของชุมชนด้วยการบริหารจัดการภูมิปัญญาท้องถิ่นในรูปองค์คณะบุคคลด้วยการมีส่วนร่วมในการตัดสินใจ (8) พัฒนาให้ชุมชนมีภาวะผู้นำที่เหมาะสม สามารถสร้างอิทธิพลในการจัดสรรและจัดการองค์การกลุ่มบุคคลให้ปฏิบัติงานด้วยความเต็มใจ เพื่อให้บรรลุผลเป้าหมาย

The purposes of this article were 1) To present the study’s result of the effectiveness of local wisdom management in lower Northern region, 2) To present factors influencing the effectiveness of local wisdom management in lower Northern region and 3) To recommend the model for factor adjustment affecting the local wisdom management in lower Northern region. This article was a mixed method. 400 samples were selected by stratified method. The qualitative study was conducted by using structured interviewing 25 key informants who were selected purposively from the administrators, the leaders of community producers, local wisdom community enterprise. The data were analyzed by using content analysis consisted of translation, interpretation and analysis. The findings were as follows : 1. The effectiveness of local wisdom management in lower north region overall was at high level (= 3.81) considering each facet it was found that the sustainability was at a highest level, Secondly the income earning, life quality, immunization was (= 4.07, 3.87, 3.80, 3.77) respectively. 2. Factors affecting the effectiveness of local wisdom management lower north region comprised 8 important factors ranging from the most to the least as follows: knowledge building, local wisdom conservation, plan and policy, value awareness, development, utilization, participation, leadership. Those 8 items could explain the variation of the effectiveness of local wisdom management at 75.90% (R Square = .759) significantly different at .05 level. 3. The recommendation for the adjustment of factors affecting the local wisdom management in lower northern region. According to the sample and interviews a major insights were as follows: 1) Knowledge building by supporting the community, 2) They should conserve the local wisdom by allowing the community to manage their own process, awareness stimulating in value, 3) They should make community plan and policy by certain operational plan, 4) They should promote the value awareness of the community by building the relationship between the people and the environment naturally, 5) Develop the creative community by using local wisdom based to reform the community, 6) Develop and utilize the local natural resources in production, 7) Promote the community participation by local wisdom management in the form of personal body involving the decision making, 8) Develop the appropriate leadership enabling them to provide and organize their organization and individual body for fully willingness to achieve the goal.
