A Study of Opinion of Guidelines a Way to Solution of Flood Problem in Mueang District, Sukhothai Province / การศึกษาความคิดเห็นของประชาชนต่อแนวทางการแก้ไขปัญหาน้ำท่วมในเขตอำเภอเมือง จังหวัดสุโขทัย

การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความคิดเห็นของประชาชนต่อสภาพปัญหาน้าท่วมในเขตอา เภอเมือง จังหวัดสุโขทัย 2) เพื่อศึกษาสาเหตุที่ทา ให้เกิดน้าท่วมในเขตอา เภอเมือง จังหวัดสุโขทัย และ 3) เพื่อศึกษาแนวทางการแก้ไขปัญหาน้าท่วมในเขตอา เภอเมือง จังหวัดสุโขทัย ซึ่งเป็นการวิจัยเชิงปริมาณ ใช้กลุ่มตัวอย่างที่ได้จากการกา หนดขนาดด้วยตารางสา เร็จรูปของ “Taro Yamane” ที่จานวน 400 คน เครื่องมือที่ใช้สา หรับการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม การวิเคราะห์ข้อมูลโดยใช้สถิติในการวิเคราะห์ ได้แก่ การหาค่าเฉลี่ย ( x ) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) ผลการวิจัย พบว่า
1. ความคิดเห็นของประชาชนเกี่ยวกับสภาพปัญหาน้าท่วมในเขตอาเภอเมือง จังหวัดสุโขทัย โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายข้อ พบว่า ข้อที่มีค่าเฉลี่ยสูงสุด คือ ประชาชนได้ทราบถึงสถานการณ์มหาอุทกภัย สถานการณ์ของระดับนา้ การลุกลามอันเพิ่มขึ้นของระดับนา้ ( x = 4.07, S.D. = 1.86) และข้อที่มีค่าเฉลี่ยต่า สุด คือ การได้รับความช่วยเหลือจากหน่วยงานต่างๆ ทั้งภาครัฐ
และเอกชน ( x = 3.43, S.D. = 1.06) 
2. ความคิดเห็นของประชาชนเกี่ยวกับสาเหตุที่ทา ให้เกิดน้าท่วมในเขตอา เภอเมือง จังหวัดสุโขทัย โดยภาพรวมอยู่ในระดับมาก
เมื่อพิจารณาเป็นรายข้อ พบว่า ข้อที่มีค่าเฉลี่ยสูงสุด คือ รัฐบาลมีการบริหารเกี่ยวกับปัญหานา้ ท่วมที่ล่าช้าและขาดการวางแผนที่เป็นระบบ
( x = 3.89, S.D. = 1.01) และข้อที่มีค่าเฉลี่ยต่าสุด คือ ไม่ทราบถึงการรับรู้ข้อมูลข่าวสารหรือได้รับข่าวสารอันล่าช้ า ( x = 3.41,
S.D. = 1.11)
3. ความคิดเห็นของประชาชนเกี่ยวกับแนวทางการแก้ไขปัญหานา้ ท่วมในเขตอา เภอเมือง จังหวัดสุโขทัย โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายข้อ พบว่า ข้อที่มีค่าเฉลี่ยสูงสุด คือ ต้องการให้มีการสร้างเขื่อนกักเก็บนา้ เพิ่มขึ้น เพื่อเป็นการป้ องกันนา้ ท่วมและเหลือนา้ กักเก็บไว้ใช้ในหน้าแล้ง ( x =3.98, S.D.=1.03) และข้อที่มีค่าเฉลี่ยต่า สุด คือ การก่อสร้างถนนจะต้องวางระบบการระบายนา้ เช่น ท่อระบายนา้ สะพาน เป็นต้น ( x =3.76, S.D.= 0.95)

The objectives of this research were 1) to study a condition of flood problem 2) to study the cause of flood problem and 3) to study the way to solve flood problem. The research was done in Mueang district, Sukhothai province. It was in form of a quantitative research which employed a sampling group of 400 informants gained on the basis of Taro Yamane’s formulaic table. The tool used to collect data was questionnaire. Data analysis was done to find out Mean ( x ) and Standard Deviation (S.D.). 

The results were found that
1. The attitude of the people about condition of flood problem in Mueang District, Sukhothai Province was at a very good level. However, when considering to an individual item, it was found that they were clear to know about the situation of the problem. For example, a rapid increase of water level ( x = 4.07, S.D. = 1.86). The individual item with a minimum mean was to be offered the support by outside organizations both the government and private sectors ( x = 3.43, S.D. = 1.06).
2. The attitude of people about cause of flood problem in Mueang District, Sukhothai Province was at a “Much” level.
However, when considering to an individual item, it was found that the government paid less attention to dealing with the problem, and more importantly the government itself lacked a systematically planning management ( x = 3.89, S.D. = 1.01) . The individual item with the minimum mean was that they did not know how to access, or perhaps quite late accessed, information ( x = 3.41, S.D. = 1.11).
3. The attitude of people about way to solution of flood problem in Mueang District, Sukhothai Province was at a “Much” level. However, when considering to an individual item, it was found that dam construction to prevent flooding and to store water for a rainy day was urgently required ( x = 3.98, S.D. = 1.03). The individual item with the minimum mean revealed that road construction must be conducted together with water release system such as bridge or culvert. ( x = 3.76, S.D. = 0.95).
