การศึกษาวิเคราะห์สภาพแวดล้อมของการขนส่งสินค้าทางถนนผ่านเขตแดนประเทศไทย กับสาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) ณ ด่านจังหวัดหนองคาย เพื่อเข้าสู่ประชาคมเศรษฐกิจอาเซียน / The SWOT Analysis of Road Transportation across the Border with Thailand and Lao People's Democratic Republic (Laos. PDR) at Nongkhai Province Towards ASEAN Economic Community

     การศึกษาวิจัยเรื่อง การศึกษาวิเคราะห์สภาพแวดล้อมของการขนส่งสินค้าอุปโภคบริโภคและสินค้าอุตสาหกรรมกลุ่มวัตถุดิบทางการเกษตรทางถนนผ่านเขตแดนประเทศไทยกับสาธารณรัฐประชาธิปไตยประชาชนลาว (สปป.ลาว) ณ ด่านจังหวัดหนองคายเพื่อเข้าสู่ประชาคมเศรษฐกิจอาเซียน มีวัตถุประสงค์ เพื่อ 1) ศึกษาปัญหาและข้อจำกัดการขนส่งสินค้าข้ามแดนระหว่างประเทศไทยกับสปป.ลาว 2) ศึกษาสภาพแวดล้อมของการขนส่งสินค้าทางถนนผ่านเขตแดนประเทศไทยกับ สปป.ลาว ณ ด่านจังหวัดหนองคายเป็นอย่างไร 3) พัฒนาประสิทธิภาพระบบการขนส่งสินค้าข้ามแดนระหว่างประเทศไทยกับ สปป.ลาว ณ ด่านจังหวัดหนองคาย การวิจัยครั้งนี้เป็นงานวิจัยเชิงคุณภาพ (Qualitative Research)ประชากรที่ศึกษา ได้แก่ ผู้ประกอบการที่ใช้บริการขนส่งสินค้าทางถนนผ่านเขตแดนประเทศไทยกับ สปป.ลาว การเก็บรวบรวมข้อมูลจากการวิจัยเอกสาร (Documentary Research) การวิจัยภาคสนาม (Field Study) การสัมภาษณ์แบบไม่เป็นทางการ (Informal Interview) ควบคู่กับการสังเกตแบบมีส่วนร่วม (Participation Observation) และการสัมภาษณ์เชิงลึก (In-depth Interview) จากการศึกษา พบว่า ปัญหาและข้อจำกัดการขนส่งสินค้าข้ามแดนระหว่างประเทศไทยกับ สปป.ลาว มีดังนี้: 1) จุดจอดพักรถภายในที่ทำการด่านศุลกากรมีความแออัด และขาดการจัดระเบียบ 2) สถานที่เอ็กซเรย์ตู้สินค้า ตั้งอยู่ทางฝั่งขาเข้าซึ่งไม่สะดวกสำหรับสินค้าส่งออกที่ต้องอ้อมไปเข้าเครื่องเอ็กซเรย์และวนกลับมาใหม่ 3) การใช้สะพานร่วมกันทำให้ต้องเสียเวลา 2 ชั่วโมงต่อวัน และ 4) มีการแออัดของรถบรรทุกสินค้าบริเวณหน้าด่านพรมแดนในช่วงเวลาเร่งด่วน ปัจจัยที่ส่งผลกระทบของการขนส่งสินค้าทางถนนผ่านเขตแดนไทย–สปป. ลาว ณ ด่านจังหวัดหนองคาย คือ 1) สภาพอากาศ 2) ความล่าช้าของศุลกากร 3) ค่าใช้จ่ายแอบแฝง 4) ความแตกต่างระหว่างคมนาคม การพัฒนาประสิทธิภาพระบบการขนส่งสินค้าข้ามแดน 1) การนำเครื่องเอ็กซเรย์เข้ามาใช้ลดเวลาการเปิดตรวจ 2) โครงการก่อสร้างลานตรวจปล่อยสินค้าและด่านศุลกากรแห่งใหม่ 3) ขยายสะพานเพื่อรองรับการขนส่งที่เพิ่มขึ้น และ 4) แนวทางการจัดตั้ง ศูนย์บริการเบ็ดเสร็จไม่สามารถปฏิบัติงานได้ เพราะขาดบุคลากรสนับสนุนในการปฏิบัติงาน จึงปรับปรุงเป็นระบบ National Single Window ใช้เทคโนโลยีเข้าแทน

     To study the SWOT analysis of road transport convenience goods and group of agricultural raw materials industrial product through the border of Thailand and Lao People's Democratic Republic (PDR. Laos) at Nongkhai towards ASEAN economic community. The objective of this study were: 1. to study the problems and constraints to transport goods across the border of Lao PDR, 2. to study the environmentof freight transport by road through Thailand and Lao PDR border at Nongkhai province,3. to development efficient transportation across the border between Thailand and Lao PDRat Nongkhai province. This research was qualitative research. The populations were group of entrepreneur who transport goods by road through the border of Thailand and Lao PDR. The primary data have collected from document research and secondary data collected from field study, information interview, participation observation and in-depth interview. The study found thatproblems and constraints to transport goods across the border with Lao PDRwere as follows: 1. the car park at the customs office is crowded and the lack of organization, 2. the X-ray cargo on the inbound side, which is inconvenient for exports to bypass the X-ray machine and the back,3. the bridge using together make transportation to waste two hours a day, and 4. the congestion of trucks in front of the border during rush hour. The factors impact of transportation of goods by road through the border Thailand – Lao PDR border at Nongkhai province were delayed by the customs process, hidden costs and difference between Thailand and Lao PDR transportation. The development of efficient transportation across the region by 1. Introduce of X-ray used to reduce the time to open goods to checking, 2. Construct yard inspection and the new customs, 3. Expand the bridge to accommodate the additional transport and 4. Establish guidelines comprehensive service center to support the lack of personnel in the performance National Single Window system by improving the use of technology.
