Community Database for Flood Management by Collaboration of Communities and Local Authorities:A Case Study of Two Subdistricts in Songkhla Lake Basin / ฐานข้อมูลชุมชนเพื่อการจัดการอุทกภัยโดยการประสานความร่วมมือระหว่างชุมชนกับองค์กรปกครองส่วนท้องถิ่น:กรณีศึกษา 2 ตำบลในพื้นที่ลุ่มน้ำทะเลสาบสงขลา

บทคัดย่อ

งานวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมนี้ มีวัตถุประสงค์เพื่อออกแบบฐานข้อมูลชุมชนเพื่อการจัดการอุทกภัย โดยการประสานความร่วมมือระหว่างชุมชนกับองค์กรปกครองท้องถิ่น 2 แห่งในพื้นที่ลุ่มน้ำทะเลสาบสงขลา ได้แก่ ตำบลรำแดง อำเภอสิงหนคร จังหวัดสงขลา และตำบลตะโหมด อำเภอตะโหมด จังหวัดพัทลุง กลุ่มเป้าหมายได้จากการคัดเลือกแบบยึดจุดมุ่งหมายของการศึกษา ประกอบด้วย แกนนำและผู้นำชุมชน เจ้าหน้าที่องค์กรเอกชน และเจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่น ในพื้นที่ตะโหมดมีจำนวน 13 คน และรำแดง จำนวน 12 คน รวมทั้งสิ้น 25 คน ขั้นตอนและวิธีการวิจัย มีดังนี้ 1) การประชุมระดมความคิดเห็นเพื่อสำรวจปัญหา ความต้องการ และข้อเสนอแนะเกี่ยวกับการจัดการอุทกภัยจากกลุ่มเป้าหมาย พื้นที่ละ 3 ครั้ง เพื่อรวบรวมประเด็นสำคัญเกี่ยวกับการจัดการอุทกภัย และนำข้อมูลที่ได้ไปทวนสอบกับกลุ่มเป้าหมายอีกครั้ง 2) การประชุมเพื่อร่วมกันกำหนดประเด็นหัวข้อหลักที่จะใช้ในการพัฒนาฐานข้อมูลชุมชนเพื่อจัดการอุทกภัย 3) การสัมภาษณ์แบบกึ่งโครงสร้างกับกลุ่มเป้าหมาย เพื่อกำหนดหัวข้อย่อยในฐานข้อมูลชุมชนฯ และ 4) การประชุมระดมความคิดเห็น และข้อเสนอแนะเกี่ยวกับร่างฐานข้อมูลชุมชนฯ จากกลุ่มเป้าหมายและนักวิชาการผู้มีความเชี่ยวชาญด้านการจัดการภัยพิบัติธรรมชาติ ผลการวิจัยคือ ได้ฐานข้อมูลชุมชนเพื่อการจัดการอุทกภัยซึ่งประกอบด้วย 5 ฐาน ได้แก่ 1) ฐานกายภาพและสิ่งแวดล้อม ประกอบด้วย ฐานทรัพยากรและสิ่งแวดล้อม และฐานภูมิศาสตร์ (GIS) 2) ฐานประชากร 3) ฐานเศรษฐกิจ 4) ฐานสังคม และ 5) ฐานอุทกภัยในพื้นที่ในอดีต ข้อมูลมีทั้งประเภทปฐมภูมิและทุติยภูมิ ฐานข้อมูลชุมชนฯ นี้ มีลักษณะสอดคล้องกับแนวคิดการจัดการความเสี่ยงจากภัยพิบัติ (Disaster Risk Management: DRM) และการจัดการความเสี่ยงจากภัยพิบัติโดยอาศัยชุมชนเป็นฐาน (Community-Based Disaster Risk Management: CBDRM)

Abstract

The objective of this Participatory Action Research (PAR) is to design a community database for flood management by collaboration of communities and local authorities in 2 subdistricts in Songkhla Lake Basin: Ramdaeng Subdistrict, Singha Nakohn District, Songkhla Province and Tamod Subdistrict, Tamod District, Phatthalung Province. Its target group, which is derived from purposive selection, includes twenty-five community leaders and core-team members, non-governmental (NGO) staffs, and officials of local authorities in both areas. Research stages and methods are as follows: 1) Three brainstorming forums were held in each area to collect problems, needs and suggestions about flood management. The synthesized outcomes were verified with the target group. 2) A forum was held in each area to identify key issues to be included into the database. 3) Semi-structured interviews were conducted with the target group in both areas to elaborate detailed items in the database. 4) A brainstorming forum was organized to obtain feedbacks and comments about the drafted database from a number of academics with expertise in natural disaster management. The database is composed of five bases: 1) physical and environmental base, including resources and environment, and geography (GIS), 2) population, 3) economic base, 4) social base, and 5) local floods in the past. The data are to be derived from both primary and secondary sources. The database attribute is in line with the concept of Disaster Risk Management (DRM) and Community-Based Disaster Risk Management (CBDRM).
