TY - JOUR AU - Sandang, Chumpol AU - Poboon, Chamlong PY - 2018 TI - การประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ในประเทศไทย JF - Journal of Community Development Research (Humanities and Social Sciences); Vol 11 No 2 (2561): April-June 2018 KW - N2 -      การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาความเป็นมาและสถานการณ์ปัจจุบันของการประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ (SEA) ในประเทศไทย ตลอดจนปัญหาและอุปสรรคในการดำเนินการวิเคราะห์ปัจจัยแวดล้อมของ SEA และเสนอแนะแนวทางในการพัฒนา SEA ในประเทศไทย ศึกษาข้อมูลปฐมภูมิจากการสัมภาษณ์ผู้ให้ข้อมูลหลัก 3 กลุ่ม ประกอบด้วย ภาครัฐ บริษัทที่ปรึกษาด้านสิ่งแวดล้อม และนักวิชาการ ร่วมกับการศึกษาข้อมูลทุติยภูมิจากเอกสารที่เกี่ยวข้อง พร้อมทั้งวิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์ปัจจัยแวดล้อม (SWOT Analysis) และโทวส์เมทริกซ์ (TOWS Matrix) ผลการศึกษา พบว่า ประเทศไทยได้นำแนวคิด SEA มาประยุกต์ใช้เพื่อเป็นเครื่องมือสำคัญในการวางแผนพัฒนาในระดับนโยบายโดยบูรณาการมิติสิ่งแวดล้อม สังคม เศรษฐกิจ และเทคโนโลยี เพื่อให้เกิดการพัฒนาอย่างยั่งยืน และเติมเต็มข้อจำกัดของระบบการวิเคราะห์ผลกระทบสิ่งแวดล้อมในระดับโครงการ แต่ก็ยังมีปัญหาและอุปสรรคหลายประการ จากการวิเคราะห์ SWOT พบว่า จุดแข็ง คือ ทุกภาคส่วนได้เริ่มเห็นถึงความสำคัญและมีการนำ SEA มากำหนดเป็นแนวทางการดำเนินงานในแผนพัฒนาของหน่วยงาน และประชาชนในพื้นที่เริ่มเข้ามามีส่วนร่วม จุดอ่อน คือ ขาดหน่วยงานรับผิดชอบหลักในการพัฒนาระบบ SEA ความไม่พร้อมด้านบุคลากร ผู้เชี่ยวชาญ งบประมาณ การขาดความรู้ความเข้าใจที่ถูกต้องด้าน SEA และความไม่เพียงพอของข้อมูล โอกาส คือ รัฐบาล เห็นถึงความสำคัญและมีการส่งเสริมสนับสนุนการนำมาใช้ในการวางแผนพัฒนา และอุปสรรค คือ ความไม่ชัดเจนของกฎหมาย และการกำหนดแผน แผนงาน และโครงการที่ต้องจัดทำ SEA ยังไม่ชัดเจนและเป็นรูปธรรม แนวทางในการพัฒนา SEA ในประเทศไทย ได้แก่ 1) ควรมีการพัฒนากฎหมายเฉพาะด้าน SEA 2) ควรกำหนดให้สำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ เป็นหน่วยงานรับผิดชอบหลักในการพัฒนาระบบ SEA 3) ควรมีการพัฒนาทรัพยากรบุคคลทั้งผู้เชี่ยวชาญและผู้ปฏิบัติงานด้าน SEA 4) ควรมีการพัฒนาและปรับปรุงคู่มือการปฏิบัติด้าน SEA ให้มีความชัดเจนและเหมาะสมกับบริบทของประเทศไทย และ 5) ควรมีการสร้างความรู้ความเข้าใจที่ถูกต้อง การสร้างความตระหนัก และการมีส่วนร่วมในกระบวนการ SEA แก่ทุกภาคส่วน คำสำคัญ: การประเมินสิ่งแวดล้อมระดับยุทธศาสตร์  การพัฒนาที่ยั่งยืน  โทวส์เมทริกซ์  การวิเคราะห์ปัจจัยแวดล้อม  ประเทศไทย      This study aimed to investigate the history and current situation of the Strategic Environmental Assessment (SEA) in Thailand as well as the barriers in implementing, to analyze the environment of SEA and propose ways of development of the SEA in Thailand. The primary data were collected by interviewing three groups of key informants including senior government officers, environmental consulting firms, and academics. The secondary data from relevant documents were also studied. The data were analyzed by applying SWOT Analysis and TOWS Matrix. The findings revealed that Thailand had adopted the SEA concept as an important tool in development planning at the policy level to integrate the environmental, social, economic and technological dimensions to achieve sustainable development, and to bridge the gaps of the EIA system at project level. Nevertheless, there were still several barriers. Based on the SWOT analysis, it was found that the strengths were all sectors had begun to see the SEA as a guideline for implementing their development plans and people in the areas had begun to take part in the process. The weaknesses were lacking of a central organization for SEA development, insufficiency of personnel, experts and budgets, inadequacy of understanding about the SEA, and inadequacy of the data. The opportunity was the government recognized the importance and promoted the adoption of SEA in development process. The threats were unclear legislation and unclear determining of plans, programs and projects that need SEA. Suggestions for the development of SEA in Thailand include 1) develop a specific legislation for the SEA, 2) assign the Office of the National Economic and Social Development Board to be the agency primarily responsible for the SEA development, 3) develop SEA experts and practitioners, 4) improve SEA practice manual that is appropriate with Thailand’s context, and 5) build knowledge and correct understanding, raise awareness and participation in the SEA process in all sectors.
